Effective January 1, 2023, the Ministry of the Environment, Conservation and Parks (MECP) will require generators of industrial hazardous and liquid waste in Ontario to report their hazardous waste streams, activities, and manifests, and pay fees through a new digital reporting system.
Key Dates & Highlights
January 1, 2023: The MECP’s Hazardous Waste Information Network (HWIN) will no longer be functional, and the use of paper manifests will no longer be accepted. These will be replaced by a new online reporting portal and electronic manifesting service called the Hazardous Waste Program (HWP) Registry, regulated by the Resource Productivity and Recovery Authority (RPRA).
November 15, 2022: Waste generators, or their Authorized Generator Delegates (see below), can create an HWP Registry account and begin migrating existing facility and waste stream information from HWIN into the new account
Authorized Generator Delegate (AGD)
A generator can delegate a service provider, referred to as an Authorized Generator Delegate (AGD), to manage and submit information to the HWP Registry on their behalf. The generator can choose between two AGD options (can be changed at any time):
Full Delegation: The waste generator hires a service provider(s) to manage all the facility and waste stream information, reporting, and fee payment in the HWP registry on their behalf. The generator never has to set up accounts or use the registry.
Partial Delegation: The waste generator sets up their own account in the HWP registry and pays their own fees and chooses if/what facility and waste stream management and other reporting activities they want to delegate to a service provider.
Matrix can act as an AGD under full delegation/partial delegation/or no delegation to assist with the management of the HWP Registry.
